Level-Three Predatory Offender To Move To Baxter

A level-three predatory offender, Joshua Chad Tromblay, will be moving to Baxter after he is released from prison on April 22, 2019.

According to the Baxter Police Department, Tromblay is not new to the area, so a community notification meeting will not be held. He had previously lived in Baxter in 2018.

Tromblay has a history of sexual contact with female victims 3-4 years old as well as adults. He was known to his victims.

Tromblay was first convicted of second-degree criminal sexual conduct in 1998 when he was 11-years-old. His victim was 3-years-old. Tromblay received probation for criminal sexual conduct.

The Brainerd Dispatch reports that Tromblay has lived at homes on Wise Road and Gillis Avenue in Brainerd and on Bur Oak in Baxter in the past.

Since July 1, 1991, predatory offenders in Minnesota have been required to register their addresses with local law enforcement agencies, who then forward the information to the Minnesota Bureau of Criminal Apprehension, which maintains a database that can be used by the law enforcement agencies.
