Paramedics and other officers arrived on scene and Clements was taken into custody. Clements continued to yell slurs at first responders. Clements was observed to be highly intoxicated. Clements was placed in the rear seat of the squad car when he began to kick the windows of the car while enroute to the emergency for a medical clearance.
