Update: Man Charged After Tossing Cats Into Dog Enclosure

Update: The Bemidji Police department have released the name of the the man involved in deserting two cats.

Joseph Roy Haugen of Bemidji, has been charged withe one misdemeanor count of animal abandonment and neglect after tossing two cats over a six foot tall pet shelter fence, into a dog enclosure last week.

Police officials identified the man after reviewing security footage provided by the Great River Rescue, a Bemidji non-profit animal shelter.
